Heres why. The DoD chose to standardize on some unidentified Dell device running Android OS 2.2 (Froyo). Froyo was released on May 20, 2010 and superseded by Android OS 2.3 (Gingerbread) on Dec. 6, 2010. New smartphones based on Android OS 4.0 (Ice Cream Sandwich) are currently emerging from the pipeline. So, the DoD standardized on a version of Android several generations old.
